The Center for Special Services provides specialized programs and services designed to help school districts meet the current and future educational challenges of students with disabilities. This assistance is provided both directly and indirectly to students in the form of staff training, support, and consultation. Services are provided in local school district buildings and other community settings and are designed to enable students to move to less restrictive environments. The Center also provides support services that enable local districts to educate students in their own schools. Services normally qualify for BOCES Aid or Excess Cost Aid. Staff-to-student ratios vary by program.

Multiply Disabled Program

Programs for Multiply Disabled Students (CoSer 201): A comprehensive educational team existing within a highly structured environment addresses the communication, sensory-motor activities and social skills of students with multiple disabilities. Related services include an adaptive design specialist, adapted physical education teacher, consultant pediatrician, school psychologist, occupational therapist, physical therapist, teacher of speech, and school nurse.

Project AIIM  (Applied Intensive Intervention Model)

Programs for Applied Intensive Intervention/AIIM (CoSer 203): This program provides a highly structured district- or site-based program designed primarily for students with autism spectrum disorders. Structured Teaching and behavioral interventions are used. A consulting psychologist supports each class. Related services include individual (twice a week) and group (once a week) speech/language therapy for elementary and middle school. Transition and career awareness services are provided on the secondary level. Community-based instruction is provided at all levels. Vocational and technical training are available to high school students at our Career and Technical Center for an additional fee. Consultant psychiatric services are available. Parent training and counseling are offered to families during the school day.

Programs for Intensive Services (CoSer 230): These programs are offered on the elementary, middle school, and high school level. Each program is designed to meet the unique needs of students with disabilities who are able to function within a local school setting, but require intensive support services as part of their ongoing program. Vocational technical training is available to high school students at our Career and Technical Center for an additional fee. Staffing ratio is 12:1:1.

This program will improve the abilities and self-esteem of students with learning disabilities by providing district-based classes designed to meet their academic and emotional needs, language impairments and/or miild-to-moderate emotional disabilities

Deaf and Hard-of Hearing Program: Students who are deaf or hard-of-hearing receive the support needed to learn effectively in a mainstream educational program within a local school district setting. Related communication services are provided including note-takers, audiologists, consultant psychologists, and social workers, depending on student needs.

Experiential Learning (ExL)

Experiential Learning: The ExL program provides community-based environments that enable students with moderate mental retardation to develop functional academic, self-care, social/emotional, and vocational skills. Gifted Special Education

Gifted Special Education: The GSE Program provides district-based classes designed to meet the academic and emotional needs of students who are cognitively gifted, as well as learning disabled and/or mildly to moderately emotionally challenged.
The students have access to the mainstream for academics and are placed in mainstream classes for art, gym and music. The GSE program provides the support students need to maximize their ability to earn a Regents diploma. Individual and group counseling (1x30) are provided. Consultant guidance counselor service is available.

Communication Development

Communication Development: This comprehensive program concentrates on the acquisition and development of language, communication, and social and academic skills, using a multi-disciplinary approach. Related services include individual and group speech and language services, and a consultant psychologist. Mainstreaming is available in special area courses. The program is available only at the elementary and middle school level.

Sign Language Interpreters/Tutors (CoSer 340): This program provides sign language interpreting/tutoring services to students in BOCES Deaf and Hard-of-Hearing Programs who require total communication support.

Programs for Therapeutic Support:
Therapeutic Support Program/TSP (CoSer 231): TSP services are offered in four different ways: A selection of three therapeutic/instructional models are offered on the elementary, middle, and high school level. Only developmentally disabled students are serviced on the high school level in this CoSer. Other high school programs are offered under CoSer 235. The multi-level services offered in CoSer 231 are designed to assist school-age students with a full range of academic abilities and severe emotional/behavioral challenges in developing the necessary skills to function successfully in the home, school, and community. Programs are offered in a variety of settings appropriate for meeting specific student needs in the least restrictive environment. Participation in the mainstream and/or the community is based on the readiness of the student as determined by the therapeutic/instructional team in each site. The goal is to enable students to accept responsibility for their behavior, and make positive choices to advance academically, and, where appropriate, have a successful diagnostic mainstreaming experience. In addition to a general TSP program, related programs (below) are provided. Staffing ratio for TSP is 8:1:1. Services can include family contact (minimum of once a month), a consultant psychiatrist, individual, and group counseling (1x30). Guidance counselor services are available on a consultant basis for middle and high school students. Transition and career awareness services are provided at the high school level. When students demonstrate readiness, Career and Technical training may be considered for an additional fee.

Regular TSP High School: Students are placed in a less restrictive environment of a local district but continue to require a self-contained program.

TSP Fragile

Fragile TSP High School: This program supports students who have severe emotional/ behavioral challenges and who have been school-phobic, victimized, and/or psychiatrically hospitalized. Students are taught how to accept responsibility for their behavior and advance academically. Some students require a hospital setting while others are able to function in a less restrictive environment.
A therapeutic/instructional model designed for learning disabled students is located at SWBOCES Center for Career Services and serves students who have severe learning disabilities that could prevent them from earning a Regents diploma. A half-day career and technical education component is provided for 11th and 12th graders. A second model, designed for learning disabled students, is called Project Achieve and is designed to improve the academic skills and self-esteem of students with learning disabilities by providing district-based classes designed to meet their learning and emotional needs, language impairments and reading disabilities. Related services include individual and group counseling (1x30).

TSP - Developmental Disabilities

Therapeutic Support & Developmental Disabilities: School, community, and center-based programs facilitate the increased social/emotional skills necessary for students with developmental disabilities and behavioral challenges to function successfully in home, school, and community settings. The program emphasizes functional academics through experiential learning. The program is also provided at St. Vincent’s Hospital for students whose treatment requires a psychiatric/medical component. Services at all levels include individual counseling, as needed, group counseling (1x30) with a psychologist, a nurse, consultant psychiatrist, and a physical education teacher. Some models also have a social worker or community worker as needed. Therapeutic/instructional models are in center, district, and community locations. Based on the needs of each student, center-based and integrated district-based sites are available. Participation in mainstreamed classes and the community is based on the readiness of the student as determined by a therapeutic/instructional team at each site.

TSP - Developmental Disabilites at St. Vincent's Hospital

This hospital based component of the previously listed program, is for developmentally delayed students with emotional and identifiable psychiatric disorders. The service is provided in collabo- ration with St.Vincent's Hospitalstaff. Hospital services such as psychiatric assessment, psycho- tropic medication, therapy with a psychiatric social worker and family supports are billed directly to the family's insurance provider.

Intensive Day Treatment (CoSer 401): This 30 plus-day educational program is provided for students, ages 12 to 18, who are in crisis and can be stabilized to pre-crisis levels. An option at varying tuition rates is available for students remaining longer than 30 days. Intensive services ensure a stable transition to a student’s home school district by linking the program, the family, the school district, and local mental health and educational systems. Transition support services continue for two weeks after the student returns to the district program. Related services can be provided by a psychiatrist, family counseling, and individual and group counseling, five times a week. This population includes classified and non-classified students.

Gifted and Talented Consortium

Students who are gifted and talented will participate in services which will develop their intellectual, creative and social skills in school and in specialized environments. Their classroom teachers will be supported in challenging the intellect and creativity of the students.

After-School Enrichment Centers

The Westchester Institute for Student Enrichment (CoSer 431): The Westchester Institute for Student Enrichment/Enhancement, operated by Southern Westchester BOCES, provides a comprehensive approach to programming for all students. Services include after-school enrichment programs for gifted and talented students, a mentor program, curriculum support, evening workshops for high school students, test preparation courses, after-school programs for special populations, and supplemental educational services.

Coaching & Curricular Support

Teachers will receive ongoing support in meeting the needs of all students within the regular classroom setting through on-site training, model classroom lessons and adaptations of the curricuum.

Comprehensive Support Services

Comprehensive Support Services (CoSer 530): This program provides direct individual, group, and/or consultation-related services to students enrolled at BOCES or in local school district classes. Short- or long-term consultant support in any area of expertise is available to enhance district services. Related services include occupational and physical therapists; teachers of deaf, blind, speech- and hearing-impaired students; transition support (including strength-based assessments, job coaching, job coach training, job development, assistance in developing transition programs); adaptive physical education; reading instruction; and psychologists. Bill-back teacher aides and teaching assistants are available at a single regional rate. Staffing varies according to Individual Education Plan (IEP).

These services will supplement the efforts of local school districts to provide services on a referred basis to students without disabilities.

Bilingual Assessment Center

In assisting districts in non-biased assessment of limited English proficient students, BOCES will provide in-depth bilingual evaluations which provide information about the student's performance in both English and the native language.

Diagnostic/Prescriptive Outreach Center

Concise and comprehensive assessments will be conducted in the areas of occupational therapy, physical therapy, speech and language, audiology, educational prescription, psychiatry and/or physiology.

Technology Assessment & Training Center (TATC)

Advanced technology services will be provided within their local school district programs for students with disabilities. These services will focus on the assessment of individual students, and will address technology needs such as the use of microtechnology, assistive technology and augmentative communication devices. Training will be provided to local school district special education teachers; these include assessment of hardware and software needs, inservice to staff on software evaluation, and teaching strategies using appropriate microtechnology.
